Even within breeds there are variables that matter. Individual personality for one. I know Persians that love to cuddle and others that don’t like being held or even sitting next to you. Same with Russian Blues. You’ll have to look at the individual cat as well as breed when you decide on one.

i have a pure Russian blue girl, very affectionate. also very playful and inquisitive. loads of personality. shy with other people. hates being alone, follows me around – which is typical for RB’s.
once affectionate always affectionate. think about your choice carefully, no-one wants a ordinary cat for 15 years.
I have half Siamese, definite a people cat, would go home with anyone. very sociable, he has no favorites. lots of fun
and last i have a half Persian, he’s rather independent. loves his mums cuddles – but on his terms. And only likes me, runs away from everyone else.
Just sus out each litter, go for the one that stays in your arms and wants you. boys are better i think, go for the one that purrs
The persian is annoying because his hair goes everywhere, so much brushing and de-furing my clothes.
the russian blue spends the most time on my lap.

I argee, if its a lap cat that you want then a Ragdoll is what you need.
It doesn’t matter if its a boy or a girl, they’re both very affectionate.
My very first cat, when I was little was orginally my moms cat. But it took a liking to me and soon it was my best buddy, she followed me everywhere, even chased after my school bus and to my classes (my mom had to make sure she was inside so she wouldn’t follow me to school. She was also a talker & loved to cuddle with me in bed too!
She lived to be 33 years old & her name was Koge, thats japanese for burnt (she was a lovely 8 colour calico, with white paws & chin) She was also the runt of her litter, and even though she was grown-up, she was also uncommonly small for her age – about the size of a 6 month old.

I’d say of the two, a Russian Blue. But if that is what you are really looking for, consider a Ragdoll.
